The City Council of the City of Wallis, Texas, reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed below as authorized by Title 5, Chapter 551, of the Texas Government Code. 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.086 (Deliberations about competitive matters), and 551.087 (Deliberation about Economic Development Matters).

3. Roll Call and Certification of Quorum 1. Communication from the public (limited to the first eight registrants –limited to five minutes). Anyone interested in appearing before Council at this meeting should register with the City Secretary. In accordance with the Texas Attorney General’s opinion, any public comment that is made on an item that is not on the posted final agenda will only be heard by the City Council. No formal action, discussion, deliberation, or comment will be made by the City Council
2. Consent Agenda: This portion of the agenda consists of items considered to be routine and will be enacted by one motion unless separate discussion is requested by a City Councilmember or a citizen.

3. New Business: This portion of the agenda consists of items requiring individual consideration by the Council.
a. Ordinance 110-A Flood Damage Prevention Consider and act on adopting Ordinance 110-A replacing existing Ordinance 110 caption to read as follows: AN ORDINANCE PROVIDING THAT THE CODE OF ORDINANCES OF THE CITY OF WALLIS BE AMENDED BY REPLACING FLOOD DAMAGE PREVENTION ORDINANCE BO. 110, AND ADOPTING NRE UPDATED PROVISIONS. THIS ORDINANCE PROVIDES FOR A PENALTY IN AN AMOUNT OF NOT MORE THAN $2000.00 FOR VIOLATION OF ANY PROVISIONS HEREOF; REPEALS ALL ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT OR IN CONFLICT HEREWITH; AND PROVIDES FOR SEVERABILITY.
b. Elm Slough Bridge Resolution and Waiver Consider and act on passing Resolution 2010-02 for the Elm Slough bridge and for signing the Request for Waiver of Local Match letter. c. Heritage Square Apartment Resolution Consider and act on passing Resolution 2010-03 for the Support for HVM Wallis, LTD for multi-family housing Development Heritage Square Apartments.
d. Consideration – Road closure Consider and act on closing Legion Road on February 20th for the Box Car Down Hill Race for the Wallis Cub Scouts between the hours of 9 a.m. and 3 p.m.
e. Discussion – Streets and drainage Discussion and possible action on streets and drainage.
f. Discussion- Future agenda items Request for future agenda items.
4. Financial Review: Monthly reports, Budgetary Amendments if necessary, payments of bills. 5. DEPARTMENT REPORTS Ř Update on city administrator activity for the month of January 2010. Ř Update on public works activity for the month of January 2010. Ř Update on city financial officer activity for the month of January 2010. Ř Update on engineering activity for the month of January 2010. Ř Update on crime or police activity for the month of January 2010. Ř Update on court information for the month of January 2010 6. Action on Department reports if necessary. 7. Hear announcements concerning items of community interest from the Mayor, Council Members, and City Staff for which no action will be taken or discussed. 8. Adjourn meeting.
